Well  it  is  a  tricky  question,  but  i  will  still  risk  answer  it.    First  of  all  cheap  flats  come  with  strings  attached,  either  the  quality  of  construction  is  bad  or  documentation  is  suspect.    One  basic  funda  is  to  go  with  repute  groups  such  as  Brigade,  Shoba,  Salarpuria,  Prestige,  Nagarjuna,  Godrej,  TATA's  and  Raheja.    
 
If  you  going  for  private  builders  make  sure  that  you  get  the  documents  checked  thoughly  and  than  another  piece  of  advise  is  have  a  look  at  at  least  10  different  builders  and  than  decide.    Currently  cheap  aparments  or  flats  are  available  in  Kaggadaspura,  Banaswadi,  Nagshetty  halli,  Vidyaranyapura,  etc.
 
It  is  better  to  choose  a  location  near  the  place  wherein  your  work  or  office  is  located  so  that  you  waste  less  time  in  commuting.    Any  specific  enquiry  on  the  builder  is  welcome.
